How would you design a crisis management app for local neighborhoods during a power outage?

I’d start by clarifying who is operating the app and what outcome we want. For
this exercise, I’ll assume it is operated by a city or utility, residents have
access to it before an outage, and our goal is to reduce harm and uncertainty
until power is restored.

The primary users are affected residents, but I would pay particular attention
to people with urgent needs, such as older adults, people who depend on powered
medical equipment, and residents with limited mobility. Secondary users would
include emergency responders, utility personnel, and trusted neighborhood
coordinators.

During an outage, residents have four main questions: Is the outage known? How
widespread is it? When might power return? What should I do if I need help?

My MVP would therefore have four core capabilities.

First, a lightweight outage status screen showing the affected area, the latest
restoration estimate, and when the information was last verified.

Second, verified safety alerts covering issues such as downed power lines,
extreme temperatures, generator safety, and nearby hazards. I would avoid
launching with an open neighborhood feed because misinformation could spread
quickly during a crisis.

Third, a simple check-in flow where residents can indicate ‘I’m safe’ or ‘I need
help.’ Help requests would use structured categories such as medical equipment,
transportation, food, or welfare check, allowing responders to prioritize them
without asking users to type a long description.

Fourth, a local resource directory showing cooling or warming centers, charging
stations, shelters, and supply distribution points.

The app also needs to work under degraded conditions. I’d make it low-bandwidth,
cache the latest information for offline use, minimize GPS use, support multiple
languages and accessibility needs, and offer SMS and phone-based fallbacks. If
residents have not already installed the app, SMS becomes especially important
because a crisis is a poor time to depend on new app downloads.

On the operations side, the city or utility would need a console for publishing
verified updates, reviewing assistance requests, identifying clusters of urgent
needs, and closing the loop when help has been dispatched.

For success, my north-star metric would be the percentage of affected households
that receive verified outage information and an appropriate next action within a
defined period, perhaps 10 minutes. I would also track time to acknowledge
urgent requests, time to resolution, alert delivery rates, SMS fallback usage,
and repeat requests. Guardrails would include false or outdated alerts, privacy
incidents, duplicate requests, and additional workload placed on responders.

I’d pilot this in a few neighborhoods, run simulated outages before a real
emergency, and test specifically under low-connectivity conditions. From there,
I’d learn whether residents primarily need better information, access to
resources, or direct assistance before expanding the product.
