will queue various jobs like compressing, convert them to various segments with
various resolution size, store this metadata in the DB/ redis /postgres

the speed and decide the proper resolution. and load in CDN, with all resolution
variations. at every segment, measure the bandwidth and decide on the which
resolution segment to play.

In case of livestream, coverting to segments and encoding them to different
resolution happens in the real time.
