I would start by having a private conversation with that person, asking them why
openly, trying to understand the reason, as there is often a valid reason, and
then I would help that person explore ways to remove that impediment. If there
was no valid reason, I would remind them about the importance of being on time
to not waste the rest of the team's time, and as a sign of respect to them.

resolve by asking them to prioritize this meeting or I would change the time of
this meeting to accommodate them

If they are late for non-work related reasons, I would make it clear that being
on time is important. If the behavior continues I would take more formal

In previous job, I had meetings with the customer to review open items. Although
not quite the same, the customer engineering was sending last minute
cancellations. After the second instance, I reached out to the engineer to see
if there was anything that could be done far as choosing a different day or time
slot to help accommodate her schedule. In the reach out I gained info that the
engineer was in physical rehab for an injury. This allowed me to better adjust
the schedule for our meetings to take place and improve the productivity of the
meetings.

if the coworker has no reason I would explain the disadv of arriving late and
Ala him to be on time
