How would you design a system for a CEO to communicate with business partners abroad using limited resources?

The functional requirements for this would be the CEO can send
messages/communicate with business partners abroad and that business partners
can send messages back to the CEO. The non functional requirements would be that
the message has to be transmitted even when abroad, the system should be fast
(latency) and the information should be consistent, not just available. the
system should also require limited resources (so we dont want a lot of compute,
storage, or memory to be used). From a CEO user perspective, the platform should
allow communication to be as simple as possible due to the busy nature of being
a CEO. it should also be secure, since this information is most likely
confidential. in this system, there would be a portal for CEOs, and another
portal for business partners. each message sent between two people is encrypted
(private + public key) and stored in a secure database to reference later. we
should be using some sort of real-time collection database like kinesis or flink
to stream communication in real time and still store messages securely when the
system crashes.
