Generally, the program life cycle is Initiation, Planning, Execution, Monitoring
and Controlling, Closure. So, you start with the initiation phase where you
discuss program goals and their alignment with company mission and vision with
the program sponsors. Next, I would identify the stakeholders and discuss the
goals and alignment with them.  Next, step is to work with stakeholders to come
up with prioritized list of requirements based on reach, impact, confidence and
effort and alignment with company mission as part of program planning. I would
also document all the risks, assumptions, issues and dependencies and develop
mitigation plan. Make sure mitigation plans and dependencies have owners and due
dates assigned, I would create communication plan that  defines the format of
the status report, distribution list and cadence of reports. Setup communication
channels like Slack groups. Setup a series of meetings for the stakeholders to
sync regularly. This is how I would start a program. The next would be

I would start documenting the what and why now questions for the program. Then
I’ll start collecting the goals of the program, different levels of
stakeholders, initial resource estimation, and estimated duration. I’ll work
with the stakeholders, sponsors of the program and the points of contact from
the different teams expected to contribute to the program to create the project
charter.
Once the project charter is complete I would share a preliminary version with
stakeholders, sponsors and the teams involved in the program to review and
alignment.
I have followed this process when creating programs for Google Home, Fuchsia,
and Flutter creating initial working groups to contribute to the project charter
encouraging early ownership of tasks and projects. The project charter also
includes an initial risk assessment as associated with resourcing and
collaboration with external teams.

I would start with discovery sessions to gather input from stakeholders to
understand goals, pain points and success criteria. Follow by a lightweight
governance model such as defining reporting cadence, communication channels and
key roles and responsibilities.
Then, introduce agile ceremonies such as planning and retros to create cadence
and transparency.
Build the roadmap based on the business objectives. Lastly, setup feedback loops
so we can refine the program continuously.

Get the end  goal of the program first to make sure it fits with the objectivees
and key results of the company, make sure theree is enough budget for the
program ,then find the main stakeholders and inform them of the program and then
get the requirements of the program which should include timeline, feeasibility,
technical details etcs
