First I would present to them clearly what is the objective of the project which highlights the scope and what is high-level timeline and what is the budget with this I will also convey what is the area of the project with the deliverable from that I need resource from their team and I will also present to them the delivery timeline for the deliverable and cost allocated for it . This will help the manager of the org in allocating the right resource for my project.

I would look to ask a team with the skill set I need. I would approach the manager and ask what their roadmap was like and whether I would be able to borrow their resource. Explaining why the porokect is important and the implication of not doing so. I would also ask if we could work together and share resources during our project critical
Paths so that we are both able to deliver oir projects and also share resource effectively
